If there is only a single cable into the box, where the brown goes into COM on the switch plate and the blue goes into L1, the blue is switched live and is NOT neutral. If this is the case you most definitely cannot safely add a socket.

Well if the lighting power supply unit (wall wart) has three pins on it and fits into a 13 Amp socket then there is no problem as long as it meets all safety requirements. It does not necessarily have to be supplied from a lighting circuit, it can be supplied from a ring final circuit socket.
