I’ve had success gluing a printed PLA part to PVC using a glue from Selleys called All Plastic Fix. It’s a two step procedure where you use a priming pen/marker on both areas to be joined then simply apply the cyanoacrylate glue to one side and hold pressure on the join for around 30 secs.
How do you glue PLA to plastic?

Plumbers ABS cement is also a good option for gluing ABS, PLA, and HIPS. It’s a solvent-based glue that reacts with plastic in the same way as acetone. You will get a very strong bond with it, but the bond will be visible since these types of cement are colored (usually yellow or red).
What glue works best with PLA?

Plasticized PVC = PVC is best bonded with either cyanoacrylates or UV Curable adhesives. There are various grades of cyanoacrylates available. Flexible grades such as 2050 and 731 are ideal for bonds in which the flexibility needs to be maintained.

Does acetone dissolve PLA?

Will epoxy bond to PVC?
