Can you wire a ceiling light with no earth?
Any light, lamp, bulb holder or fitting with a conductive or metal exterior surface must always be earthed to ensure against risk of electrocution or serious injury. We recommend that any fitting or installation is done by a qualified electrician, do not risk installation yourself if you are at all unsure.
What happens if light fitting is not earthed?

You could also try non adhesive electrical tape to wrap the cables. We used to use this sort of stuff to wrap our wiring harnesses at work. It can be relatively easily removed and leaves no residue. It clings quite well to the cables as they are made of PVC.

Can you put twin and earth into a plug?
It’s possible to fit 1.5²mm twin and earth into a 13A plug, such is the inginuity of the great unwashed. I’ve had this a few times! What about appliances that have a 2 core 2.5 cable either with a fitted or moulded plug from the manufacturers.
Why is earth not insulated in twin and earth?
The earth wire was thought of as “safe” and therefore did not need protection from touch. This idea of “safe” carried over into the manufacture of cable. Some early lead domestic cable had a tiny earth wire running through it (most didn’t) which was laid between the insulated wires prior to the lead being applied.
